CONFORMANCE TO REGULATORY GUIDE 1.97, REVISION 2 NINE MILE POINT NUCLEAR POWER STATION UNIT NO.

1 (TAC NO. H83711)

By letter dated November 14,

1991, the NRC staff issued a supplemental safety evaluation (SSE) with attached Technical Evaluation Report (TER) to Niagara Mohawk Power Corporation (NMPC) regarding conformance of the Nine Mile Point Unit No.

1 (NMP-1) design to Regulatory Guide (RG) 1.97, Revision 2.

As stated in that safety evaluation, we concluded that the NHP-1 design is acceptable with respect to conformance to RG 1.97, Revision 2, except for the instrumentation associated with post-accident neutron monitoring.

By letter dated June 1,

1992, NHPC identified statements in the TER which may represent areas of misunderstanding regarding the conformance of NMP-1 with RG 1.97, Revision 2.

The NRC staff has reviewed NMPC's June 1,

1992, letter.

Enclosed is our second SSE which addresses and clarifies the concerns NMPC identified in the June 1,

1992, letter.

The enclosed SSE does not discuss the subject of post-accident neutron flux monitoring.

Post-accident neutron flux monitoring will be the subject of future correspondence.

This completes our efforts in response to your June 1,

1992, submittal and its associated TAC No. H83711.
