MEETING MINUTES REGARDING THE DECEMBER 3, 1991, MEETING TO DISCUSS THE RESCHEDULING OF CERTAIN MODIFICATIONS AT NINE MILE POINT, UNIT NO. 1 A meeting was held in the NRC One Itlhite Flint North Office in Rockville, Maryland, with Niagara Mohawk Power Corporation (NMPC) and NRC staff representatives to discuss NMPC's proposal to reschedule the implementation of four modifications at Nine Mile Point 1. Enclosure 1 is a list of meeting attendees. The handout material used by the licensee during the meeting is attached as Enclosure 2. During the meeting, NMPC proposed to reschedule the following four modifications: 1. Replacement of four emergency condenser condensate return line valves (39-03, 39-04, 39-05, and 39-06) to permit 10 CFR Part 50, Appendix J, leak testing of these valves. This modification would be rescheduled from the 1992 refueling outage to the 1994 refueling outage. 2. Replacement of four shutdown cooling system isolation valves (38-01, 38-02, 38-12, and 38-13) to permit 10 CFR Part 50, Appendix J, leak testing of these valves. This modification would be rescheduled from the 1992 refueling outage to the 1994 refueling outage. 3. Replacement of the LPRM isolator rack (including 60 signal isolators) in the Auxiliary Control Room with improved equipment. This modification would be rescheduled from the 1992 refueling outage to the 1994 refueling outage. 4. Replacement of the control rod drive selector switch to preclude the potential for simultaneous withdrawal of two control rods. This modification would be rescheduled from the 1994 refueling outage to the 1992 refueling outage. NMPC described its plans for the 1992 and 1994 refueling outages. The 1992 outage will focus on modifications to electrical and control systems while the 1994 outage will focus on modifications to mechanical/structural systems. Therefore, NMPC proposed delaying modifications 1 and 2 to the 1994 outage PDR ADOCII,'5000220 P (ag MBC IlIt.g Cggl'Eg gyp'(,I
4 December 18, 1991 while rescheduling modification 4 to the 1992 outage. These schedule changes would be consistent with the focus of other activities planned for these outages. NMPC proposed delaying modification 3 until the 1994 outage since it would then coincide with Phase II of the plant computer upgrade thereby ensuring system compatibility. NMPC also stated that the 1994 outage will include a chemical decontamination which is expected to reduce the occupational exposure associated with modifications 1 and 2 by approximately 100 person-rem as compared with performing there modifications during the 1992 outage when chemical decontamination will not be used. The NRC staff agreed that NMPC's proposal was reasonable. Therefore, NMPC will promptly submit requests for schedular exemptions for modifications 1 and 2. These requests will supersede previously issued schedular exemptions for these modifications which are valid until the 1992 refueling outage. NMPC will also submit a letter updating its commitments for modifications 3 and 4 to reflect the agreements reached during this meeting.

) December 1'7; 1991 while rescheduling modification 4 to the 1992 outage. These schedule changes would be consistent with the focus of other activities planned for these outages. NMPC proposed delaying modification 3 until the 1994 outage since it would then coincide with Phase II of the plant computer upgrade thereby ensuring system compatibility. NMPC also stated that the 1994 outage will include a chemical decontamination which is expected to reduce the occupational exposure associated with modifications 1 and 2 by approximately 100 person-rem as compared with performing there modifications during the 1992 outage when chemical decontamination will not be used. The NRC staff agreed that NMPC's proposal was reasonable. Therefore, NMPC will promptly submit requests for schedular exemptions for modifications 1 and 2. These requests will supersede previously issued schedular exemptions for these modifications which are valid until the 1992 refueling outage. NMPC will also submit a letter updating its commitments for modifications 3 and 4 to reflect the agreements reached during this meeting. Original signed by
