NRC BULLETIN 88-04, POTENTIAL SAFETY-RELATED PUMP LOSS, MPA X804, NINE MILE POINT NUCLEAR STATION UNIT NO.

1 (TAC NO. 66940)

By letters dated July 7, 1988, September 28,

1988, and May 9, 1990, Niagara Mohawk Power Corporation (NMPC) responded to NRC Bulletin 88-04, "Potential Safety-Related Pump Loss" for Nine Mile Point Unit No. 1.

NMPC indicated in a letter dated September 28, 1988, that more detailed evaluations of the Core Spray and Condensate Transfer Systems were required in order to determine the adequacy of these systems to prevent damage resulting from operation and testing in the minimum flow mode.

NMPC also stated that based on further evaluation, a recirculation operability test of the Core Spray System was required.

By letter dated May 9, 1990, NMPC provided the results of this completed evaluation, including Core Spray System test results.

NMPC concluded that minimum flow design concerns were only applicable to the Core Spray System and that, under specific conditions where head flow characteristics would be different from the characteristics existing during the test of the Core Spray System referenced above (e.g.,

pump maintenance),

dead-heading of a pump set might occur.

NMPC proposes to repeat the above test periodically and to perform the test following any maintenance that may change the head flow characteristics of a pump until such time as NMPC may decide to install individual recirculation lines for each pump set.

In accordance with the bulletin, a written response describing the action taken is to be submitted to the NRC within 30 days of completion of the long-term actions.

You are reminded that an evaluation of your actions in response to this bulletin should be documented and maintained on site for a minimum of two years.
