USE OF LATER ADDENDA OF ASME CODE, 'SECTION XI FOR NINE MILE POINT NUCLEAR STATION, UNIT 1 (TAC NO. 74556)
By letter dated August 10, 1989, Niagara Mohawk Power Corporation (NMPC) informed the NRC of its intent to use the acceptance standards of the Winter 1983 Addenda to the 1983 Edition of Section XI of the ASME Code for Examination Categories B-G-1, B-G-2, B-L-2, B-M-2, B-N-1, B-N-2, B-N-3, D-A, D-B, and D-C in the Second Ten-Year Interval Inservice Inspection Program Plan at Nine Mile Point, Unit 1.
The Second Ten-Year Interval Inservice Inspection Program Plan for Nine Mile Point, Unit 1, is based on the 1983 Edition through Sumer 1983 Addenda of Section XI in which the acceptance standards for most of the item numbers in the examination categories cited above are "in the course of preparation."
For this reason, NMPC intends to use the acceptance criteria portion of the later addenda and requests approval pursuant to 10 CFR 50.55a(g)(iv) which states:
Inservice examination of components, test of pumps and, valves, and system pressure tests, may meet the requirements set forth in subsequent editions and addenda that are incorporated by reference in paragraph (b) of this
- section, subject to the limitations and modifications listed in paragraph (b) of this section, and subject to Commission approval.
Portions of editions or addenda may be used provided that all related requirements of the respective editions or addenda are met.
The staff has reviewed the request, Code requirements, and regulation.
The 1983 Edition and Addenda through Winter 1985 of Section XI are referenced in paragraph (b) of 10 CFR 50.55a and, therefore, the acceptance standards in the Winter 1983 Addenda may be used with Comission approval.
The staff, therefore, grants approval to use the acceptance criteria in the later addenda subject to incorporation of the criteria in the Nine Mile Point, Unit 1 Inservice Inspection Program Plan.
Incorporating the criteria improves the program by providing guidance for the disposition of flaws during its implementation.

- However, even the use of the later addenda (Winter 1983) as proposed by NMPC does not specify the acceptance criteria for three of the eight subject examination categories (D-A, D-B and 0-C) since the acceptance cr iteria for them are still "in the course of preparation."
Section XI provides that as an option, the rules of IWB-3000 may be used.
This was brought to NMPC's attention and in the NMPC letter of May 4, 1990, it was clarified that NMPC will apply the rules of IWB-3000 for examination categories D-A, D-B, and D-C.
Accordingly, the staff grants approval of this application of IWB-3000 subject to its incorporation in the Nine Mile Point, Unit I, Inservice Program Plan.
All staff activities related to TAC No. 74556 are considered to be complete.
