TO GENERIC LETTER 89-13, "SERVICE WATER SYSTEM PROBLEMS AFFECTING SAFETY RELATED E(UIPMENT" (TAC NOS.

74029 AND 74030)

By letters dated February 16, 1990, for each unit, the Niagara Mohawk Power Corporation (NMPC) submitted the first of two required responses to the subject generic letter for Nine Mile Point, Units I and 2.

The generic letter requested that the first response provide commitments in response to five recommendations in the generic letter or to equivalent alternatives.

The response solicited by the generic letter was a short commitment advising the NRC that programs had been established to either implement the five recommendations or pursue equally effective courses of action.

Brief schedules of plans for implementation of the various actions were also requested.

All details should be documented and kept in appropriate plant records.

The NMPC responses note that biofouling in heat exchangers has not been experienced at Nine Mile Point Unit I, that several heat exchangers have been replaced recently, and that surveillance testing and preventive maintenance i'ncluding flushing during each refueling outage are performed on those safety related heat exchangers to which GL 89-13 applies.

The response does not, however, include sufficient detail or format to enable us to identify that specific actions or assessments will be undertaken for each of the five areas on a defined schedule.,
