NRC GENERIC LETTER (GL) 89-13, "SERVICE IJATER SYSTEM PROBLEMS AFFECTING SAFETY-PELATED EQUIPMENT," DATED JULY 18, 1989 (TAC NOS.

74029 AND 74030)

By separate letters for each unit, both dated February 16, 1990, Niagara Mohawk Power Corporation (NMPC) submitted the first of two required responses to the subject generic letter for Nine Mile Point Units No.

1 and No. 2.

The generic letter requested that licensees advise the NRC whether they had established programs to implement the five recommendations of GL 89-13 or equally effective alternative courses of action.

By letter dated October 1, 1990, the staff noted that the NMPC responses of February 16, 1990, did not include sufficient detail or format to enable the staff to identify that specific actions or assessments would be undertaken for each of the five areas on a defined schedule.

Our October 1, 1990, letter also requested that NMPC reconsider the five recommendations of GL 89-13 and submit a revised response for Nine Mile Point Units No.

1 and No.

2 addressing the five recommendations individually and in more detail.

By separate letters for each unit, both dated December 10, 1990, and by additional letter for Unit 1 dated February 7, 1991, NMPC responded to our October 1, 1990, request.

Me have reviewed NtlPC's December 10, 1990, and February 7,

1991, responses and have determined that NMPC has committed to each of the five recommended actions of GL 89-13 or to an equally effective alternative course of action.

Therefore, we accept NMPC's response as fulfillingthis requirement of the generic letter.

ate remind you that if NMPC chooses a course of action different from the recommended actions of the generic letter, NMPC should document and retain in appropriate plant records a justification that the safety-related requirements of the service water system are satisfied by use of the alternative program.
