Docket Nos. 50-220 50-410 License Nos. DPR-63 NPF-54 Niagara Mohawk Power Corporation ATTN:
Mr. Lawrence Burkhardt, III Executive Vice President Nuclear Operations 301 PlainQeld Road Syracuse, New York 13212 Gentlemen:
Subject:
Final Exercise Report of the May 16, 1989, Exercise of Off-site Radiological Emergency Preparedness Plans for the Nine Mile Point Nuclear Power Station This letter transmits the Federal Emergency Management Agency (FEMA) report of the May 16, 1989 Nine Mile Point Nuclear Power Station full-participation emergency exercise.
The report indicates that three deQciencies were identiQed in Oswego County and New York State regarding the Emergency Broadcast System (EBS), notiQcation of the hearing impaired, and contamination monitors.
The report also identified several areas requiring corrective action, and several planning issues identified during the exercise and as part of the ongoing review process.
The three deficiencies were corrected at a remedial exercise conducted on November 13, 1989.
Based upon the results of both the exercise and the remedial exercise, FEMA has determined that off-site radiological emergency preparedness is adequate to protect the health and safety of the public in the event of an accident at the Nine Mile Point Nuclear Power Station. A schedule of corrective actions is included in the exercise report, which addresses the current areas requiring corrective action.
Additionally, the New York State Emergency Management Office has committed to address by June 1, 1990. the planning issues identified as a result of the exercise and the ongoing review process.
Ifyou have any questions concerning this matter, please contact Mr. Edwin Fox of my staff at (215) 337-5044.
