During the week of June

12-16,

1989,

an Inspection

(No. 89-18)

was conducted

by

Mr.

R. Barkley of my staff and Messrs. J.

Dyer and

V. McCree of NRR,

as well as

two

NRC consultants,

This inspection

was conducted

to followup on your actions

taken

to resolve

the

concerns

we raised

during

the

Safety

System

Functional

Inspection

(SSFI) (50-220/88-201)

conducted at your facility during .the period

September

12, 1988'hrough

October

7,

1988.

As

a result of this inspection,

the inspectors

determined

that you

have

made

significant progress

i'n resolving

the

concerns

raised

by the

SSFI.

However,

four of the

ten

unresolved

issues

raised

in the original

SSFI report

remain

open

as well

as

our additional

concerns

outlined

in our letter to you dated

June

12,

1989,

regarding

the design

of the core spray

system.

These

remaining

issues

are

described

in the

enclosed

report.

Of particular

concern

is

the

apparent

limited design

margin provided for the core

spray

system with regard

to

pump flow and valve stroke

times.

As

noted

in the

enclosed

report,

this

limitation

may also

be

generic

to other

plant

systems

and

may

preclude

the

detection

of degraded

performance

prior to reaching

a Technical

Specification

limit.

Me

plan

to

evaluate

the

resolution

of this

issue

following system

testing.

Please

note that while certain

of the

technical

concerns

raised

in the

SSFI

report

have

been

resolved

during this inspect,ion,

certain

issues

continue

to

receive

NRC review for any potential

enforcement action.

No

response

to this report is required.

Resolution

of the

remaining

issues

from the

SSFI will be verified prior to Unit

1 restart.
