Final Report

This letter

transmits

our final

SALP Report for the Nine Mile Point facilities

for the period from March 1,

1988 to February 28,

1989.

As communicated

to you

in the

SALP Board Report,

we consider

that your overall

performance

did not

show significant

improvement

during

the

assessment

period.

Functional

areas

which demonstrated 'a decline

in performance

were

Operations,

Maintenance

and

.Surveil'lance,

and Engineering

and Technical

Support.

However,

we consider the

development of the Unit

1 Restart Action Plan

(RAP) and the Nuclear Improvement

Program+NIP)

and the recent selection of Mr. Lawrence Burkhardt to bolster the

Nuclear

Division leadership,

to

be positive

steps

towards

improvement.

The

impact

of

these

initiatives

could

not

be

completely

assessed

in this

SALP

period since they occurred late in the period.

Thank you for your letter dated June

23,

1989,

documenting your response

to the

Nine Mile Point Unit

1 and

2 SALP Report which was discussed

at the June

7,

1989

meeting

held

on site,

We appreciate

your staff's candor

and constructive

com-

ments,

and consider

the

forum of that meeting

to

be indicative of the

higher

standards

of accountability

and responsibility outlined

in the

RAP

and

NIP.

Regarding your comments

in the Emergency

Preparedness

area,

we have revised the

report to correctly reflect your participation with the state

and local auth-

orities to assure

consistency

in the

meteorological

forecasting

input to the

dose

assessment

models.

In

summary,

we consider

that

the

SALP Report,

our June

7,

1989,

meeting

and

your

response

letter

have

resulted

in

a

constructive

assessment

of

the

performance

at Nine Mile Point Unit

1 and Unit 2.

We will continue to closely

monitor your progress

in implementing

the Unit

1 Restart

Action Plan

and 'he

Nuclear

Improvement

Plan.

We also

would welcome

a meeting

in September

1989

for the purpose of discussing

your progress

in achieving the goals of these

two

programs.
