This letter transmits
the results of the routine inspection
conducted
by
Messrs.
W. Cook,
R. Laura,
R.
Temps
and others of this office on 4/4/89 through
5/12/89 at Nine Mile Point Units
1 and 2, Scriba,
A summary of the
findings was presented
to Mr.
R. Abbott and other members of your staff at the
conclusion of the inspection.
Two violations were identified during this period concerning Unit 2,
and
a
Notice of Violation (Appendix A) is attached.
One violation regarding
the
minimum number of operable
Line Radiation Monitors was caused
by
errors
made
by operators
during the process
of recording
and reviewing plant
data.
The other violation was the result of removing the High Pressure
Core
Spray
system
keep fill pumps
from service without performing
a safety evalua-
tion.
These violations
have
been categorized
by severity level according to
10 CFR Part 2, Appendix
C (Enforcement Policy).
You are required to respond to
these violations and in preparing your response
you should follow the instruc-
tions in Appendix A.
The response
required
by this letter is not subject to the clearance
procedures
of the Office of Management
and Budget
as required
by the Paperwork Reduction
Act of 1980,
PL 96-511.
