April', 1988 LICENSEE:
In March the licensee informed the staff that because of the request to amend the pressure temperature
- curves, individual rod scram time testing could not be performed in cold shutdown as it has been in the past.
Furthermore, the Technical Specifications require this test to be performed before power operation and above 800 psig.
Therefore, an amendment to the Technical Specifications would be required to allow individual rod scram time testing to be performed during startup following Reload 11.
On March 29, 1988 the staff met with the licensee to discuss what changes could be made to the Technical Specifications to allow the scram time testing to be performed.
The licensee agreed to resubmit their request for amendment addressing those items listed in Enclosure 1.
The licensee also agreed to review the instrumentation requirements in the Technical Specifications to determine if changes are required to support the proposed testing.
Because this amendment may be needed by the end of April to support restart, it may need to be processed as an emergency amendment.
A list of meeting attendees is included as Enclosure 2.

OGC-WF HBClayton On March 29, 1988 the NRC staff met with representatives of NMPC to discuss individual, road scram time testing to be performed at NMP-1 during restart following Reload 11.
On February 5, 1988 the licensee submitted an amendment request to revise the Technical Specifications to allow the mode switch to be in the refuel position when the plant is in the hot shutdown condition.
On February 18, 1988 the staff informed the licensee that the February 5, 1988 submittal was inadequate and advised the licensee of additional information that was needed to support further review of this issue.
Furthermore, the staff indicated that the amendment requested appeared to be based on operational convenience and on that basis a resubmittal would receive a low priority.

Items To Be Addressed in the Resubmittal of t e Amen ment for Scram Time Testin 1.
Rather than changing the definition of hot shutdown, notes will be added'-to the hot shutdown definition to allow the mode switch to be in refuel.
a) while performing scram time testing b) during scram recovery 2.
The licensee will clarify that the scram time testing will be performed during the hydrostatic testing (vessel filled) but that systems required to be operable during the hot shutdown condition (but not during the hydrostatic testing) will be operable.
3.
The submittal will indicate interlocks prevent more than one rod from being removed when the mode switch is in refuel.
4.
The submittal will address instrumentation differences for the mode switch in refuel vs. startup.
5.
The submittal will discuss why the proposed changes will not put the plant in an unanalyzed condition.
6.
The submittal will provide a more substantial no significant hazards evaluation.
