Additional Information on IEB 85-03 This transmits a request for additional information needed by the NRC to evaluate valve operability considerations in accordance with IEB 85-05, "Motor-Operated Valve Common Mode Failures During Plant Transients Due to Improper Switch Settings."
To facilitate NRC review, we are requesting that you supplement your May 16, September 18, 1988 and January 22, 1988 responses to IEB 85-03 with th' information identified in the enclosure to this letter.
Please make the submittal within one month of the date of this letter, if practicable.
If development and submittal of the information will take longer, please make an interim submittal in one month, including the considerations in and timing for providing the remaining information.
Your submittal should be made to the NRC Document Control Desk, with copies to this office and the NRR Division of Operational Events Assessment.

C. V. Mangan, Senior Vice President The information provided in your response to Action Item e of IE Bulletin 85-03 was found to be deficient in some areas.
Provide the additional information necessary to resolve the following comments and questions:
- 1. If MOVATS is planned for application to some MOVs which are not included in its data
- base, commit to and describe an alternate:
method for determining the extra thrust necessary to overcome pressure differentials for these valves.
- 2. According to Item 2 on Page 10 of the response dated 09-18-86, outside isolation valves 40-02 and 40-12 of the Core Spray System are locked open with breakers locked out.
Explain why this locked condition is not indicated on Drawing C-18007-C Revision 20, or correct this discrepancy.
- 3. According to Item 4 on Page 12 of the response dated 09-18-86, test valves 40-05 and 40-06 of the Core Spray System are normally closed with their circuit breakers locked out.
Explain why this locked condition is not indicated on Drawing C-18007-C Revision 20, or correct this discrepancy.
- 4. According to Item 3 on Page ll of the response dated 09-18-86, no differential pressure is given for opening suction valves 81'-'1, 81-02, 81-21 and 81-22 of the. Core Spray
- System, These valves are shown normally open on Drawing C-18007-C Revision 20.
As required by Action Item a of the bulletin, assume inadvertent equipment operations and include maximum differential pressure for opening as well as closing these valves for both normal and abnormal events.,
How would suction be ensured if these valves were to be (a) actuated
-inadvertently to the closed position upon intended initiation of core spray or (b) left closed inadvertently?

- 5. Revise the responses dated 09-18-86 and 01-22-88 to include the Isolation Condenser
- System, as it is the equivalent of RCIC for your plant design.

The proposed program for action items b, c and d of the bulletin is incomplete.
Provide the following datails as a
minimum:
(a) commitment to a training program for setting switches, maintaining valve operators, using signature testing equipment and interpreting signatures, (b) commitment to justify continued operation of a valve determined to be inoperable, (c) description'of a method possibly needed to extrapolate valve stem thrust determined by testing at less than
- maximum, differential pressure, (d) justification of a possible alternative to testing at maximum differential pressure at the plant, (e) consideration of pipe break conditions as required by the
- bulletin, (f) stroke testing when necessary to meet bulletin requirements, and (g) consideration of applicable industry recommendations in the preparation of procedures to ensure maintenance of correct switch settings,
