This letter transmits
our report of the routine inspection
conducted
by Messrs.
W. Cook,
C. Marschall
and
W. Schmidt of this office on August 31,
1987 through
October 4,
1987 at Nine Mile Point Units
1 and 2, Scriba,
A summary
of the findings was presented
to Mr. T. Perkins
and other
members of your staff
at the conclusion of the inspection.
Based
on our review,
a violation of 10 CFR 50 Appendix
R and your Fire.
Protection
Program
was identified at Unit 2.
This violation indicates that
the Operations staff did not properly implement
a requirement to disable
valves important to the continued operation of safety
systems,
in the event of
. a fire.
This violation has
been categorized
by severity level according to
10 CFR Part 2, Appendix
C (Enforcement Policy).
You are required to respond to
this violation and in preparing your response
you should follow the
instructions in Appendix A.
The response
required
by this letter is not subject to the clearance
procedures
of the Office of Management
and Budget as required
by the Paperwork
Reduction Act of 1980,
PL 96-511.
