Cook and Mr. C. Marschall of

this office on May 19 to July 6,

1986 at Nine Mile Point Nuclear Station, Unit

1 is documented

in the enclosed

Inspection

Report.

Mr. Cook and Mr. Marschall

presented

a

summary of the findings to Mr. T.

Roman

and Mr. H. Barrett of your

staff at the conclusion of the inspection.

Based

on the results of our inspection, it appears

that one of your activities

was not conducted

in full compliance with NRC requirements,

as set forth in

the Notice of Violation, Appendix A.

This violation has

been categorized

as

Severity

Level

IV in accordance

with 10 CFR 2, Appendix

C.

You are required

to respond to this letter and,

in preparing your response,

you should follow

the instructions in Appendix A.

Of particular concern to the staff is the withdrawal of control rods without

sufficient verification of Rod Worth Minimizer operabli lty.

We are also con-

cerned that similar maintenance-related

activities, like the work conducted

on

the

Rod Worth Minimizer on June

18,

1986,

may not be properly controlled by your

administrative

procedures

to ensure

appropriate

post-maintenance

testing is

performed.

Your response

to the above violation should also address

these

issues.

The responses

directed

by this letter and the accompanying

Notice are not

subject to the clearance

procedures

of the Office of Management

and Budget

as required

by the Paperwork Reduction Act of 1980,
