Docket No. 50-410 UNITEDSTATES NUCLEAR REGULATORY COMMISSION WASHINGTON, D. C. 20555 January 29, 1986 Mr. B.
G. Hooten Executive Director of Nuclear Operations Niagara Mohawk Power Corporation 300 Erie Boulevard West
- Syracuse, New York 13202
Dear Mr. Hooten:
Subject:
Review of the Sa'fety Parameter Display System for Nine= Mile Point, Unit 2 On July 17 and 18, 1985, the staff conducted an audit of the Nine Mile Point 2 (NMP-2) Safety Parameter Display System (SPDS).
On November 19, 1985, Niagara Mohawk responded to the staff's audit findings.
The staff has reviewed the responses in the November 19, 1985, letter and finds them acceptable.
In addition, the November 19, 1985, letter indicated these actions would be completed by the conclusion of the first refueling outage.
On the basis of the level of effort involved, the staff finds this schedule reasonable and acceptable.
Subsequent to. the completion of the corrective actions as described in the November 19, 1985, letter, and subsequent to the completion of your Validation and Verification (V8V) Program, the staff may choose to conduct a Design Validation Audit.
Therefore, Niagara Mohawk should notify the staff when your corrective actions are implemented and the V8V Program is complete so that the Design Validation Audit can be scheduled.
In addition to the concerns addressed in the November 19, 1985, letter, the staff has concerns relating to the isolation device used in the NMP-2 SPDS.
It is our understanding that additional testing will be performed on the Kaman isolators.
It is the staff's conclusion that the SPDS should not be operated until adequate testing of the isolation devices has been performed.
Any questions concerning the above should be directed to the Licensing Proiect
- Manager, Mary Haughey (301)492-7897.
