REQUEST FOR ADDITIONAL INFORMATION COHCERNIHG THE NINE MILE POINT 2 SAFETY PARAMETER DISPLAY SYSTEM Each operating reactor shall be provided with a. Safety Parameter Display System (SPDS).
The Commission approved requirements for an SPDS are defined in NUREG-0737, Supplement 1.
In the Regional Workshops on Generic Letter 82.-33 held during March 1983, the NRC discussed these requirements and 'the staff's review of the SPDS.
The staff reviewed the submittal provided by Niagara Mohawk Power Corp.
(Reference 1).
The staff was unable to complete the review because of insufficient information.
The following additional information is required to continue the review:
Instrumentation and Control Systems Information 420.01 Isolation Devices Provide the following:
a ~
For each type of device used to accomplish electrical isolation, describe the specific testing performed to demonstrate that the device is acceptable for. its application(s).
This description should include elementary diagrams when necessary to indicate the test configuration and how the maximum credible faults were applied to the devices.
b.
Data to verify that the maximum credible faults applied during the test were the maximum voltage/current to which the device could be exposed, and define how the maximum voltage/current was determined.
c ~
Data to verify that the maximum credible fault was applied to the output of the device in the transverse mode (between signal and return) and other faults were considered (i.e.,
open and short circuits).
d.
Define the pass/fail acceptance criteria for each type of device.
e.
A commitment that the isolation devices comply with the environmental qualifications (10 CFR 50.49) and with the seismic qualifications which were the basis for plant licensing.

A description of the measures taken to protect the safety systems from electrical interference (i.e., Electrostatic

The staff has not reviewed the document referred to in the submittal as SAI 01381-364LJ, "Bl<R Graphics Display System Dynamic Screening Program".
The applicant should submit this document to the docket.

The applicant should provide a description of the display sys tern including the radi ati on moni toring porti on.
Thi s description should include hardware interface devices (CRT characteristics, control devices, etc.)
and software interfaces (page format, human factors characteristics incorporated into the design of the displays, etc.)
Photographs or reproductions of display pages and interface devices may be helpful in supporting the descriptions.

The applicant should describe the specific method to be used'to ensure that displayed data is valid (e.g.
physical redundancy, analytical redundancy, etc.)
The applicant should explain why the use of the letter "g" for questionable data and the use of "H" for questionable calculated values is not an inconsistency that should be corrected.
A more detailed description of the display method used to indicate data quality may help the staff to understand more cl,early.
620.03 VERIFICATION AND VALIDATIOH PROGRAM The applicant states (Ref. 1) that its V and V program
"... is structured after the HSAC report 'Verification and Validation for SPDS',.NSAC-39, December 1981..."
The staff is unsure of the meaning of this statement. The applicant should provide a specific commitment regarding its plans for a V 5 V program.
If the intent is to commit to a program identical to that described in NSAC-39, the applicant should so state.
If not, the program should be described as to where and how it departs from the NSAC-39 methodology.
620.04 UNREVIEHED SAFETY QUESTIONS Provide concl,usions regarding unreviewed safety questions or changes to technical specifications 620.05 IMPLEMENTATION PLAN Provide a schedule for full implementation of the SPDS including hardware, software, operator training, procedures and user manuals.
PROCEDURES AND SYSTEMS REVIEW INFORMATION 640. 01 PARAMETER SELECTION'he applicant should provide a list of the parameters that it has selected for use on the SPDS.
The analytical basis on which the selected parameters were deemed sufficient should be described. or specifically referred to.
