Syracuse, New York 13202 Gentlemen:

Ne have reviewed your letter dated December 21, 1973, providing additional information regarding abnormal occurrences AOR 73-11-20 and AOR 73-11-29 involving the failures of eleven (ll) and fifteen (15), respectively, control rods to insert to position 00 following a reactor scram.

Ve believe that the explanation provided in your letter is xeasonable and on that basis we conclude that there is no immediate concern regarding the ability to shut down the reactor and retain it in a shutdown condition.

You indicate that you will "..

. start a conversion program at the Spring 1974 refueling outage" to correct the seal deterioration problem.

In this regard you are requested to respond to the enclosed questions to clarify your proposed conversion program and the sur-veillance provisions that willbe made to detect fuxther significant deterioration in control rod scram performance.

This information is requested within 30 days of the date of this letter.

Provide details of the proposed conversion program and the schedule for completion of the conversion on all drives.

Details should include exactly what changes willbe made and why those changes are expected to prevent further seal deterioration while at the same time precluding recurrence of former problems with increased scram time due to the plugged fine mesh filters that were mounted on a traveling portion of the drive.

Xf immediate schedules do not include conversion of all drives, provide a tentative schedule for number of drives expected to be converted vs dates until all axe convexted, and describe repairs or overhaul of the unconverted drives to be performed in the interim.

Provide details of the ezpected behavior of a single drive whose upper set of stop piston seals are leaking greater than 6 gpm, up to maximum leakage possible with complete detexioration of those seals.

Provide similar details for successive deterioration (up to complete deterioration) of both sets of seals (aH. four seals) on the stop piston.

Also describe any methods, testa, etc., that will or could be used to detect or measure amount of leakage from individual rods.

3, Address the same con@erne as in question 2 but for a large number of leaking rod drives connected to the same scxam, discharge

volume, How much total leakage would be required before scram performance would be affected'l How badly could scram pexformance be deteriorated under the worst conditions2 Describe any methods or tests that willbe or could be used to measure total leakage and/or its effects on scram performance.
