WATTS BAR NUCLEAR PLANT, UNIT 2 - CLOSURE OF COMMITMENTS REGARDING TMI TASK ACTION l.D.1 CONTROL ROOM DESIGN REVIEW SPECIAL PROGRAM (CAC NO. MF7553)
Dear Mr. Shea:
By letter dated February 19, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML16050A527), the Tennessee Valley Authority (TVA), the licensee, submitted information to the U.S. Nuclear Regulatory Commission (NRC) to support the closure of two commitments made in support of the Watts Bar Nuclear Plant (WBN), Unit 2, operating license review. The commitments were related to Action l.D.1, "Control Room Design Reviews,"
in NUREG-0660, Volume 1, "NRC Action Plan Developed as a Result of the TMl-2 Accident,"
May 1980 (ADAMS Accession No. ML072470526). TVA had committed to (1) submit the results of additional noise measurements 120 days after fuel loading, and (2) take a complete set of color photographs of all panels located in the main control room and auxiliary control rooms after the respective units are operational for submittal to NRC 120 days after fuel loading. to the February 19, 2016, letter provided the results of a WBN, Unit 2, main control room noise survey and Enclosure 2 provided a compact disk (CD) containing color photographs of the main control room and auxiliary control room panels. By letters dated September 30 and November 3, 2016 (ADAMS Accession Nos. ML16281A274 and ML16308A156, respectively),
TVA submitted a CD containing an additional set of color photographs of the main control room and auxiliary control room panels and provided clarifying information.
The NRC staff reviewed the main control room noise survey provided in the February 19, 2016, letter using the guidance provided in NUREG-0700, Revision 2, "Human-System Interface Design Review Guidelines," May 2002 (ADAMS Accession No. ML021700373), Guideline 12.1.2.5-2, "Background Noise." The staff verified that the five noise monitoring sample locations identified in were chosen appropriately, and verified that the ambient noise levels as measured in the WBN, Unit 2, main control room do not exceed normal to slightly raised voice levels, consistent with the guidance in Guideline 12.1.2.5-2 of NUREG-0700, Revision 2.
The NRC staff conducted a desktop audit to assess the photographs of the control panels provided by the licensee against a control room layout plan, control board schematics, and other information made available by the licensee through a licensee-controlled online document access portal. The NRC staff confirmed that the photographs submitted by TVA's letter dated February 19, 2016, as supplemented by the photographs and clarifying information provided by its
J.Shea letters dated September 30 and November 3, 2016, constituted a complete set of color photographs of all main control room and auxiliary control room panels, consistent with TVA's commitment.
Based on its review, the NRC staff acknowledges that TVA has provided sufficient information to document closure of the commitments described above.
