Title:

Public Meeting to Discuss Draft Environmental Impact Statement for Construction Permit for the Northwest Medical Isotopes Radioisotope Production Facility (CAC NO. MF6135)

Meeting Identifier: 20161505 Date of Meeting: Tuesday, December 6, 2016 Location: Holiday Inn East, Columbia, Missouri Type of Meeting: Category 3 Purpose of the Meeting: To discuss preliminary findings and receive public comments on the draft environmental impact statement (EIS) for a construction permit for the Northwest Medical Isotopes Radioisotope Production Facility (RPF).

General Details: The NRC held the public meeting from 6:00 - 7:00 p.m. Central Time on December 6, 2016. Four NRC staff personnel were present including Alison Rivera who facilitated the meeting. A total of 34 persons attended the public meeting (including 4 NRC staff). Seven members of the public provided comments. Attendees included the mayor of Columbia, Missouri, representatives from the University of Missouri and its research reactor, a local television station and a local radio station.

Summary of Presentations: The public meeting consisted of four parts. First, the NRC facilitator, Alison Rivera, introduced the NRC staff and explained the ground rules for the public meeting. Second, David Drucker gave a presentation on: (1) NRCs regulatory responsibilities; (2) the preliminary findings of the environmental review; (3) the schedule for the remainder of the environmental review; and, (4) how to submit comments. The presentation emphasized that the environmental review process was not yet complete and comments were welcome on the draft EIS. The third part of the public meeting was a question and answer period on Mr.

Druckers presentation. Mr. Drucker received no questions on his presentation. The fourth and last part was the public comment portion of the meeting in which seven members of the public provided comments.

Public Participation: Seven attendees provided comments. All comments were in support of constructing the RPF. One commenter, Mr. Tom Lata, representing the Sierra Club, stated that the RPF would be built on clay soil potentially causing rapid runoff into the environmentally sensitive Gans Creek watershed and affecting the karst ecosystems in and around Rock Bridge Memorial State Park, which is home to the Devils Icebox cave system. Mr. Lata noted that the pink planarian (a flat worm) is found nowhere else in the world except in the Devils Icebox cave system. He also stated that the proposed project could potentially disturb populations of the Indiana bat and gray bat, both of which are endangered species.

Next Step: NRC staff will address comments received during the public meeting in the final EIS, expected to be published in May 2017.
