Dear Mr. Rueger:
On May 28 through June
28,
1996, the
NRC completed
an inspection at your
Diablo Canyon Nuclear
Power Plant,
Units
1 and 2, reactor facilities.
The
enclosed
report presents
the scope
and results of that inspection.
Areas
examined during the inspection
are identified in the report.
Withi'n
these
areas.
the inspection consisted of selective
examinations of procedures
and representative
records,
interviews with personnel'nd
observation of
activities in progress.
The purpose of the inspection
was to determine the
effectiveness
of your controls
in identifying, resolving.
and preventing
problems.
The overall results of the inspection are discussed
in the executive
summary
of the enclosed
report.
The inspectors
found, in general,
that your
corrective action program was well structured,
provided
an effective process
for identifying, resolving and preventing plant problems,
and was properly
implemented.
Based
on the results of this inspections
certain licensee activities appeared
to be in violation of NRC requirements
as specified in the enclosed
Notice of
Violation (Notice).. The circumstances
surrounding the violation are described
in detail in the enclosed
report.
Please
note that you are required to
respond to this letter
and should follow the instructions specified in the
enclosed
Notice when preparing your response.
The
NRC will use your response,
in part. to determine whether further enforcement action is necessary
to
ensure
compliance with regulatory requirements.
