SUBJECT:
NRC INSPECTION REPORT 50-275/97-08; 50-323/97-08 AND NOTICE OF
VIOLATION
Dear Mr. Rueger:
An NRC inspection was conducted
May 12-16, 1997, at your Diablo Canyon Nuclear
Power Plant, Units
1 and 2, reactor facilities. The enclosed report presents the scope and
results of that inspection.
This inspection focused primarily on Unit
1 radiation protection outage activities.
A
violation was identified regarding the failure of radiation protection technicians to perform
air sampling as required by a radiation work permit.
Although the safety consequences
of
this incident were minimal, the major concern was that approximately six radiation
protection technicians were involved in providing job coverage for the task and none knew
the air sampling requirement of the radiation work permit.
This violation is cited in the enclosed
Notice of Violation (Notice) and the circumstances
surrounding the violation are described
in detail in the enclosed report.
Please note that
you are required to respond to this letter and should follow the instructions specified in the
enclosed
Notice when preparing your response.
The NRC will use your response,
in part,
to determine whether further enforcement action is necessary
to ensure compliance with
regulatory requirements.
