VIOLATION

This refers to the inspection
conducted
by Messrs.
A. Mcgueen
and T. McKernon
of this office on June
12-16,
1995.
The inspection
included
a review of
activities authorized for your Diablo Canyon Nuclear
Power Plant,
Units
1
and
2, facility.
At the conclusion of the inspection,
the findings were
discussed
with those
members of your staff identified in the enclosed
report.
This also refers to a telephone
discussion of the inspection
between
the
inspectors
and Mr, C. Harbor
and other
members of the Diablo Canyon staff on
June
22,
1995.
Areas
examined during the inspection
are identified in the report.
Within
these
areas,
the inspection consisted
of selective
examinations of procedures
and representative
records,
interviews with personnel,
and observation of
activities in progress.
The purpose of the inspection
was to determine
whether activities authorized
by the license
were conducted
safely
and in
accordance
with NRC requirements.
Based
on the results of this inspection,
certain licensed activities appeared
to be in'iolation of NRC requirements,
as specified in the enclosed
Notice of
Violation (Notice).
The violation is of concern
because it represents
a
weakness
in your corrective action program.
While your staff identified
1993
deficiencies
through your fire protection audit of 1994, corrective actions
taken
were ineffective in precluding recurrence of similar deficiencies during
1994.
Therefore,
while corrective actions
taken
by your staff during
1995
appear effective, the violation is being cited because it was
a condition that
could have
been
prevented
by previous corrective actions
taken
by your staff.
You are requ'ired to respond to this letter
and should follow the instructions
specified in the enclosed
Notice when preparing your response.
In your
response,
you should
document
the specific actions
taken
and
any additional
actions
you plan to prevent recurrence.
Your response
may reference
or
include previous
docketed
correspondence, if the correspondence
adequately
addresses
the required
response.
After reviewing your response
to this
Notice, including your proposed corrective actions
and the results of future
inspections,
the
NRC will determine
whether further
NRC enforcement
action is
necessary
to ensure
compliance with NRC regulatory requirements.
