CLOSEOUT OF NRC BULLETIN 88-02 FOR DIABLO CANYON POWER PLANT, UNITS 1

AND 2 (TAC NOS.

67304 AND 67305)

The NRC staff has completed its review of actions taken by Pacific Gas and Electric Company (PGIIE) to resolve the issues in NRC Bulletin (NRCB) 88-02, "Rapidly Propagating Fatigue Cracks in Steam Generator Tubes" for Diablo Canyon Units I and 2.

The PGImE actions are documented in your letters dated March 24 and December 12,

1988, and February 6, 1990.

The staff's Safety Evaluation is enclosed.

We find that the actions taken by PGImE fully resolve the issues identified in the bulletin and are acceptable.

As described in the conclusions of the enclosed SER, this finding is subject to the development of additional administrative controls by PGIIE, to assure that if significant changes occur in the steam generator operating parameters, updated stress ratio and fatigue usage calculations will be performed.

This requirement is in accordance with finding No.

11 of the staff's SER evaluating the Westinghouse generic program for resolving item C.2 of NRCB 88-02.

Implementation of the additional administrative controls is subject to verification by an NRC staff inspection at some future time.

Based on our evaluation described in the enclosure, we consider your response to NRC Bulletin 88-02 to be satisfactory.

This completes our action on this issue and closes TAC Nos.
