SUBJECT:
LOSS OF OFFSITE POWER TEST COINCIDENT WITH TURBINE TRIP Your letter of July 19, 1985 (DCL 85-248) provided information regarding your request to not perform a loss of offsite power (LOSP) test coincident with a tur bine trip for Unit 2 during the start up program.
This test is an integrated system confirmatory test.
As stated in our letter of July 19, 1984, we accepted a combination of individual tests for Unit 1 because the test objectives were met by your extensive preoperational and special low power test (SLPT) program for Unit 1.
We have reviewed the information provided in your letter of July 19, 1985 and discussed the matter with your staff.
We find that the SLPT program conducted for Unit 1 satisfies the objectives of the program for Unit 1 and Unit 2, but cannot be substituted as meeting partial test objectives for the LOSP test on Unit 2.
These tests should be Unit 2 specific.
We therefore, conclude, that the LOSP test coincident with a turbine trip should be performed for Unit 2 as discussed in our letter of July 19, 1985.
