March 16,
1991.
This inspection
examined your activities
as authorized
by NRC
License
Nos.
At the conclusion of the inspection,
discussions
of their findings were held with Mr. J.
D. Townsend,
and other
members of your staff.
Areas examined during this inspection are described
in the enclosed
inspection
report.
Within these areas,
the inspection consisted of selective
examinations of procedures
and representative
records,
interviews with
personnel,
and observations
by the inspectors.
Your attention is drawn to paragraph
S.a of the enclosed report, which
discusses
the intake structure's
exposure to sea water and the r'esulting
problems with equipment corrosion
and degradation.
We-recognize that thus
.far, this problem has apparently not significantly affected safety-related
systems
contained in the intake structure,
however
we are concerned that
degradation of the balance of plant equipment located in the intake structure
could result in a plant transient,
or that eventually safety"related
equipment
will be impacted.
Based
on the results of this inspection, it appears that one of your
activities was not conducted in full compliance with NRC requirements,
as set
forth in the Notice of Violation, enclosed
herewith as Appendix A.
Your
response
to this notice is to be submitted in accordance
with the provisions
as stated in Appendix A, Notice of Violation.--
In accordance
with 10 CFR 2.790 (a),
a copy of this letter and the enclosures
will be placed in the
NRC Public Document
Room.
The response
directed
by this letter is not subject to the clearance
procedures
of the Office of Management
and Budget
as required by the Paperwork
Reduction Act of 1980,
