NOTICE OF VIOLATION Pacific Gas and Electric Company Diablo Canyori Nuclear Power Plant Docket No.
50-275 License No.
DPR-80 P
During an NRC inspection conducted on February 3 through March 16, 1991, a
violation of NRC requirements was identified.'n accordance with the "General Statement of Policy and Procedure for NRC Enforcement Actions," 10 CFR Part 2, Appendix C (1990), the violation, is listed below:

DPR-80 for the Diablo Canyon Power Plant requires the licensee to fully implement and maintain in effect all provisions of the Commission approved physical security, guard training and qualifications, and safeguards contingency plans.
Section 3 of the licensee's approved security plan, as
- amended, requires in part, that failure of any part of the security detection hardware system at specific portions of the Fuel Handling Building, results in implementation of appropriate compensatory measures.
Paragraph 6.8. 1 of the Facility Technical Specificat'ions states in part, that written procedures shall be established, implemented, and maintained covering security plan implementation.
Security Procedure SP-410 requires in part that appropriate compensatory measures be implemented whenever a security alarm zone is removed from the secure
- mode, and that these measures will remain in effect until such time the zone is secured.
Contrary to the above, on March 10, 1991, at approximately 1615 hours0.0187 days <br />0.449 hours <br />0.00267 weeks <br />6.145075e-4 months <br />, a
security watchperson, posted as a compensatory measure for a security alarm zone removed from the secure mode, at a specific portion of the Fuel Handling Building, was inattentive to duties, in that he was leaning back in a chair, with his,head down and eyes closed.
The watchman failed to acknowledge the presence of an NRC inspector, when the inspector approached within three feet of the watchperson.
This is a Severity Level IV violation (Supplement III).

Pursuant to the provisions of'10 CFR 2.201, Pacific Gas and Electric Company is hereby required to submit a written statement or explanation to the U.S.
Nuclear Regulatory Commission, ATTN:
Document Control Desk, Washington, DC 20555 with a copy to the Regional Administrator, Region V, and a copy to the NRC Resident Inspector, Diablo Canyon, within 30 days of the date of the letter transmitting this Notice.
This reply should be clearly marked as a
"Reply to a Notice of Violation" and should include for each violation:
(1) the reason for the violation if admitted, (2) the corrective steps that have been taken and the results
- achieved, (3) the corrective steps that will be taken to avoid further violations, and (4) the date when,full compliance will be achieved.
If an adequate reply is not received within the time sp'ecified in this Notice, an order may be issued to show cause why the license should not be modified, suspended, or revoked or why such other actions as may be proper should not be taken.
Consideration may be given to extending the response time for good cause shown.
