SCHEDULAR RELIEF FROM CERTAIN INSERVICE INSPECTION RE(UIREMENTS-DIABLO CANYON POWER PLANT The staff has completed its review of your schedular relief request dated September 5

1989.

The request is for one-time relief for Diablo Canyon Power Plant (DCPP Unit 1, a 60-day extension for the performance of a visual inspection for leakage at maximum expected system pressure on the Containment Spray, Safety Injection, Nitrogen, and Component Cooling Water systems, as identified in Tables IWC-2500-1, Item C 7.20 and IWD-2500-1, Item D 3.1 of the ASME Code,Section XI, and the Inservice Inspection Program (ISIP) for DCPP.

The one-time schedular relief requested for inspection of the affected piping and welds is granted.

A copy of the related safety evaluation is enclosed.

Written relief may be granted by the Commission pursuant to 10 CFR 50.55a(g)(6)(i).

Our review has determined that the granting of relief is authorized by law, will not present an undue risk to the public health and safety, will not endanger life or property and is consistent with the common defense and security, and is otherwise in the public interest giving due consideration to the burden on the licensee that could result if the require-ments were imposed upon the facility.

Therefore, the visual inspections for leakage at maximum expected system pressure on the systems previously designated will be deferred for 60 days beyond September 7,

1989 and will be performed during the upcoming Unit 1 third refueling outage, currently scheduled to begin October 13, 1989, or whenever Unit 1 is brought to Mode 5 if that occurs before the refueling outage begins.
