CLOSEOUT OF NRC REVIEW OF GENERIC LETTER 88-14, "INSTRUMENT AIR SUPPLY SYSTEM.PROBLEMS AFFECTING SAFETY-RELATED EQUIPMENT," FOR DIABLO CANYON UNITS 1
AND 2 (TAC NOS.
71651 AND 71652)
Generic Letter 88-14 was issued on August 8, 1988 to all holders of operating licenses for nuclear power reactors.
The letter requested that each licensee review NUREG-1275, Volume 2, "Operating Experience Feedback Report - Air Systems Problems,"
and perform a design and operations verification of the instrument air system.
The ge'neric letter stated that this verification should include the following items:
(1)
Verify by test that actual instrument air quality is consistent with the manufacturer's recommendations for individual components served.
(2)
Verify that maintenance practices, emergency procedures, and training are adequate to ensure that safety-related equipment will function as intended on loss of instrument air!
(3)
Verify by test and analysis that the design of the entire instrument air system is in accordance with its,intended function, and (4)
Provide a discussion of the program for maintaining proper instrument air quality.
By letters dated February 21 and June 6, 1989, PG&E responded to Generic Letter 88-14.
The PG&E responses stated that "The evaluation that has been performed for the Diablo Canyon Power Plant (DCPP) instrument air system has identified several areas of concern.
These concerns are:
the existence of contaminants in the instrument air, insufficient procedural
- guidance, insufficient preventive maintenance, insufficient surveillance testing, degraded air dryer desiccant, marginal back-up system capacity on four safety-related
- valves, and insufficient air quality monitoring."
The PG&E letters discussed the programs that it has initiated to resolve these
- concerns, and described how these programs address each of the above four items identified by Generic Letter 88-14.

D. Shiffer June 12, 1989 The NRC staff has reviewed the February 21 and June 6, 1989 letters and finds that they adequately address each of the recommendations of Generic Letter 88-14.
However, the staff notes that the instrument air systems have been and continue to be an area of relative weakness at Diablo Canyon.
A number of instrument air system deficiencies were identified in a special maintenance team inspection conducted by the staff on July 11 through 22, 1988
( reference Inspection Report Nos. 50-275/88-15 and 50-323/88-14, dated September 6, 1988).
Further, the staff Resident Inspectors for Diablo Canyon have advised us, and the June 6, 1989 PGSE letter.
has confirmed, that while the instrument air quality is consistent with the manufacturer's recommendations, considerable work remains to be done to assure that all issues associated with the air and nitrogen systems at Diablo Canyon are satisfactorily resolved.
Thus, while PGKE has in place programs to resolve all identified instrument air concerns, the'taff believes that.,continuing PGSE management attention should be placed on these programs to assure that all such concerns are resolved in a timely, aggressive, and thorough manner.
This fulfills your requirement in responding to Generic Letter 88-14, and completes NRC staff activities on TAC NOS.
71651 and 71652, and on Multi-Plant Action number 8-107 for Diablo Canyon.
As discussed in Generic Letter 88-14, when all the requirements of the letter have been implemented, you should provide written notification stating that all actions are complete.
Documentation assembled for this effort should be retained for at least two years for future audit by the staff. If you.have any questions regarding this matter, please contact me.
