Gentlemen:
This refers to the enforcement
conference
held with you and members of your
staff on April 25,
1989 at the Region
V office in Walnut Creek, California.
This meeting covered specific problems with the implementation of design basis
considerations
and engineering
work, and the lack of timely and effective
corrective action for identified problems.
The details of the meeting are
described
in the enclosed
meeting report.
We concluded with regard to the apparent violations described
in the meeting
that you concurred with the facts
as presented
in the inspection reports
(89-01, 89-05
and 89-13).
Further the corrective actions
taken
and planned to
correct the identified problems
and prevent recurrence
as presented
by you
appear to address
the areas. of concern.
We urge you to continue in the development of design basis
understanding
to
ensure
design
bases
of the plant are properly implemented
and engineering
work
is accomplished
consistent with requirements.
We also urge you to continue
and build on your described efforts to centralize
problem resolution
responsibility and action initiation authority to effect more timely
resolution of identified problems.
In accordance
with 10 CFR 2.790(a),
a copy of this letter and the enclosures
will be placed in the
NRC Public Document
Room.,
