CLOSEOUT OF NRC REVIEW OF 1984 DIABLO CANYON METEOROLOGICAL DATA (TAC NOS.

66057 AND 66058)

NRC Information Notice 84-91 was issued on December 10, 1984 to all holders of operating licenses for nuclear power reactors.

This notice outlined some of the problems that have been observed with the meteorological monitoring systems at a number of sites throughout the U.S.

As a follow-up to the information notice, the NRC staff conducted a review of the meteorological data from a sampling of facilities to determine if the problems identified in the information notice are widespread or isolated occurrences.

The Diablo Canyon Site was one of the facilities selected to be reviewed.

Meteorological data for Diablo Canyon for the year 1984 was obtained from PGSE for evaluation.

By letter dated September 14, 1987, the NRC staff transmitted a Technical Evaluation Report (TER) by an NRC contractor, which evaluated the 1984 meteorological data.

The September 14, 1987 letter stated that the data set appeared to be "... climatically representative, of high quality, and reliable for use in providing credible dose calculations and recommendations for protective actions in an emergency situation, and for doses calculated to assess the impact of routine releases of radioactive material to the atmosphere."

However, it was noted that the Diablo Canyon "...data may only be applicable to the shoreline environment and should not be applied to the site boundary under certain conditions (e.g.,

onshore flow) without the use of additional information."

The September 14, 1987 letter therefore requested that PGIIE respond to this comment within 60 days of receipt of the letter.

PGttE responded by letter dated November 23, 1987.

The response stated that as early as

1981, PGIIE had recognized that the tower data may not be applicable to all conditions.

Because of this, PGIIE implemented a

supplemental measurement system consisting of three Doppler acoustic sounders and four tower sites located in the vicinity of the plant.

Further, a

wind-field modeling and display system was developed and installed at the Diablo Canyon Emergency Operations Facility (EOF).

The PGImE response concluded that "...the primary and secondary meteorological towers in conjunction with the supplemental system adequately predict the meteorological conditions at the site boundary (800 meters) and beyond."
