EVALUATION OF 1984 DIABLO CANYON METEOROLOGICAL DATA On December 10,

1984, IE Information Notice No. 84-91 was sent to all nuclear power facility licensees.

This notice outlined some of the problems that have been observed with the meteorological monitoring systems at a number of sites throughout the U.S.

As a follow-up to the IE Notice, the NRC is conducting a review of the meteorological data from a sampling of facilities to determine if the problems identified in the Notice are widespread or isolated occurrences.

The Diablo Canyon site was one of the facilities selected to be reviewed.

The enclosed Technical Evaluation Report (TER) provides an evaluation of the quality of the 1984 meteorological data at the Diablo Canyon site.

This TER was prepared by our contractor, Pacific Northwest Laboratory.

Examination of the 1984 Diablo Canyon data set indicates that the data appear to be climatically representative, of high quality, and reliable for use in providing credible dose calculations and recommendations for protective actions in an emergency situation,, and for doses calculated to assess the impact of routine releases of radioactive material to the atmosphere.

However, the contractor notes that these data may only be applicable to the shoreline environment and should not be applied to the site boundary under certain conditions "(e.g., onshore flow) without the use of additional information.
