This refers to the management
meeting held with Mr. Townsend
and Mr. Tresler,
of your staff, at the Diablo Canyon Nuclear
Power Plant
on January
26,
1989,
in which the following topics were 'discussed:
(1) the large
number of
operational
errors that have occurred
over the last several
months,
(2) the
perceived
lack of progress of the configuration management
and system
engineeririg
programs,
and (3)
PG&E's pursuit of the industry's rising
standard of excellence.
As
a result of our discussion it is
my understanding
that Mr. Tresler will
initiate a meeting with NRC'Region
V senior management,
sometime in February
or March of 1989, to provide us with a thorough understanding
of the
Configuration Management
Program
and the progress
that is being
made in the
development
and implementation of this program.
As discussed
with Mr. Townsend,
we continue to have concern with the large
number of personnel
errors that are continuing to occur at Diablo Canyon.
A
number of these errors
are discussed
in
NRC Inspection
Report Nos. 50-275/88-31
and 50-323/88-29.
This concern
was discussed
with you and your staff at the
SALP Management
Meeting
on October 26, l988.
I encourage
you and Mr. Townsend
to continue to focus
on this problem and
make, every effort to significantly
decrease
the
number of these errors within the near future.
