DIABLO CANYON NUCLEAR POWER PLANT UNIT NO.
1 - ISI PROGRAM Your letters of April 14, 1986 (DCL 86-101) and August 12, 1986 (DCL 86-238) submitted Revisions 3 and 4, respectively, for the Diablo Canyon Unit 1 ISI Program.
Your letter of August 22, 1986 (DCL 86-251) provided information regarding the first refueling outage for Unit 1.
Based on our review of your submittals we have determined that additional information is required for us to complete our evaluation of your program for the first ten-year period.
The required information is identified in the enclosure.
We find that the information you provided with respect to the relief requests is adequate except for request NDE-008 as discussed in the enclosure.
We expect to complete our evaluation of these requests in conjunction with our overall evaluation of your program.

REQUEST fOR ADDITIONAL INFORMAITON FIRST TEN-YEAR INTERVAL INSERVICE INSPECTION PROGRAM 1.
Relief Request NDE-008 Request for Relief NDE-008 is a generic relief request without a list of specific components for which relief is requested.
The regulations do not provide for granting generic relief requests.
Therefore, the staff requests the following information with regard to Request for Relief NDE-008:
(a) list the specific welds for which relief is requested, (b) for-each of the welds listed, a description of the obstructions or limitations encountered during the course of the examination(s),
and (c) an estimate of the percentage of the Code-required examination(s) that can be or was performed for each of the welds listed.
The Licensee shall obtain the above information for welds that are covered by Request for Relief NDE-008 for each of the refueling outages.
The above information shall be submitted for staff review within 60 days after completion of the first refueling outage inspections.

Containment Spray System Paragraph 10 CFR 50.55a(b)(2)(iv) requires that ASME Code Class 2 piping welds in the Residual Heat Removal (RHR), Emergency Core Cooling (ECC), and Containment Heat Removal (CHR) systems shall be examined, These systems should not be completely exempted from inservice volumetric examination based on Section XI exclusion criteria contained in IWC-1220.
The Licensee has committed to inspecting one weld of the Containment Spray System during the second refueling outage of Diablo Canyon Unit I as part of the augmented examination of Class 2
CHR system welds.
The ISI Program Plan for the Containment Spray System should be revised to include a volumetric examination of a representative sample of welds.
The staff has required licensees for similar plants to perform volumetric examination of a minimum sample of 7.51.
The ISI Program Plan for the first 10-year interval is not acceptable without the addition of the augmented examination of Class 2
CHR system welds.

UT Technique for Cast Stainles Steel With regard to limitations due to metallurgical properties of cast stainless steel (SA351 Grade CF8A), the staff has continued to monitor the development of new or improved examination techniques.
Significant improvements have been achieved in the ability to eXamine cast stainless steel and, accordingly, the staff is requiring that utilities attempt to
0 perform the Code-required examinations by incorporating these new techniques as part of the inservice examination procedures.
Proper calibration standards and equipment should be obtained for development of a qualified ultrasonic testing (UT) technique and procedure for Diablo Canyon Unit I'.
The Licensee should discuss the inservice examination procedures for the ultrasonic examination of the Diablo Canyon Primary Coolant System and, in particular, improved examination techniques and procedures incorporated to improve compliance with the Code.
The Licensee should also address this subject with regard to Request for Relief NDE-011.

Additional Information for Requests for Relief The Licensee should provide an estimate of the percentage of the Code-required examination(s) that can be completed on the welds for which relief is requested in Requests for Relief NDE-001, NDE-004, and NDE-012.
Drawings showing limitations or obstructions may be provided to assist the staff in evaluation of the requests for Yelief.(e.g., ro] lout drawings of the Reactor Pressure Vessel).
5.
Relief Request NDE-002 Verification The Licensee should verify that the following statements are correct for Request for Relief NDE-002:
(a)
Bottom Head Circumferential Weld (¹4-443), Closure Head Circumferential Weld (¹6-446B),
and Bottom Head Meridional Welds
(¹1-443A through ¹1-443F) are totally inaccessible to the ASME Code-required examinations, and (b)
Closure Head Meridional Welds (¹I-446A through ¹1-446F) are each approximately 50Ã accessible to the Code-required examinations.
Owners of similar Westinghouse PWR plants have stated in relief requests that the Reactor Pressure Vessel bottom and closure head circumferential and meridional welds (similar to those in Request for Relief NDE-002) are accessible for 85K to 95% of the Code-required examinations.
