by NRC Construction

Permit Nos.

CPPR-39

and

CPPR-69.

Our investigation

iIas of allegations

made

by four individuals regarding the quality controls

implemented during certain

installation

and inspection activities associated

with electrical

and instru-

mentation

systems

at the Diablo Canyon Units

1 and

2 facilities.

Our inves-

tigation was conducted at the Diablo Canyon construction s'ite

and at your

San Francisco

design engineering office.

This letter addresses

the results of our investigation which,consisted of

selective examination of procedures,

and representative

records,

interviews

with personnel

and observations

by the

inspectors.'ased

on the results of our investigation, it appears

that one of your

activities was not conducted in full compliance with NRC requirements,

as set forth in the Notice of Violation, enclosed

herewith

as Appendix A.

This item of apparent

noncompliance

has

been categorized into a level

as

described

in our correspondence

to all

NRC licensees

dated

December

31,

1974.

notice is sent to you pursuant to the provisions of Section

2.201 of

.the

NRC's "Rules of Practice," Part 2, Title 10,

Code of Federal

Regula-

tions.

Section

2.201 requires

you to submit to this office, within thirty

(30) days of your receipt of this notice,

a written statement or explana-

tion in reply including:

(1) corrective steps

which have

been taken

by you

hand the results

achieved;

(2) corrective steps

which will be taken .to avoid

further violations;

and

(3) the date

when full compliance will be achieved.

'This item of. apparent

noncompliance

appears

to be

a repetition of the

failure to fully comply with design control requirements

during electrical

design activities

as identified in our Inspection

Report

Nos. 50-275/78-12

and 50-323/78-12.

In both instances,

the failure resulted in equipment

deficiencies

repot table under

10 CFR 50.55(e).

In your reply to this letter,

and in addition to your response

to the

specific item of noncompliance,

please

include

a discussion of those actions

taken or planned

which assure full compliance of electrical

design activities

with design control requirements of your quality assurance

program; in partic-

ular, that the design

bases,

as defined in 10 CFR 50.2 and

as specified in

the

FSAR, were correctly translated

into specifications,

drawings,

procedures

and instructions.

In accordance

with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10,

Code of Federal

Regulations,

a copy of this letter and the enclosed

inspection report will be placed in the

NRC's Public Document

Room.

If this

report contains

any information that you believe to be proprietary, it. is

necessary, that you submit

a written applica'tion to this office, within 30 days

of the date of this letter, requesting that such information be withheld from

public disclosure.

The application must include

a full statement of the

reasons

why it is claimed that the information is proprietary.

The application

should

be prepared

so that any proprietary information identified is contained

in an enclosure

to the application, since the application without the enclo-

.sure will also

be placed in the Public Document

Room.

If we do not hear

from

you in this regard within the specified period, the report will be placed

in the Public Document

Room.

to discuss

them with you.
