CPPR-39 and CPPR-69 Notice of Violation "Based 'on the results of an NRC investigation conducted between March 6

and April 5, 1979, it appears that one of your activities was not con-

'ucted in full compliance with conditions of your NRC Construction Permit Nos.

CPPR-39 (Unit 1) and CPPR-69 (Unit 2), as indicated below.

This item is an infraction.

10 CFR Part 50, Appendix 8, Criterion III, implemented by FSAR Section 17.1.3, states, in part, that, "Measures shall be estab-lished to assure that applicable regulatory requirements and the design basis, as defined in 10 CFR 50.2 and as specified in the license application, for those structures,

systems, and components to which this Appendix applies are correctly translated into specificati.ons,
drawings, procedures, and instructions."

Contrary to the above, as of March 22, 1979, the measures provided did not assure that the following design bases were incorporated into specifications and drawings.

PG8E'esign basis requirement to install seismic supports on non-Class 1 electrical raceways crossing over Class 1 equipment located in the Unit 1

and Unit 2 structures, including the containment and auxiliary buildings, was not translated into specifications or drawings.

As a result, no inspections or other means of assurance were performed to ascertain that this design basis requirement was met.

PG8E design basis requirement to restrain movement of certain Class 1 electrical raceways in all directions was not incorpora-ted in the installation drawings for five saddle type seismic supports in the Unit 1

DC switchgear and cable spreading rooms.

As a result, the supports were installed such that raceway movement was not restrained in one direction.
