ENCLOSURE STAFF EVALUATION OF PG&E REQUEST FOR PARTIAL DELETION OF RADIATION SURVEY AND SHIELDING EFFECTIVENESS TEST FOR DIABLO CANYON UNIT 1 By letter dated March 11, 1985, the licensee requested a change to its initial tests and operations program for Unit 1 as described in Section
- 14. 1.4.5 of the Diablo Canyon Final Safety Analysis Report (FSAR).
The requirement for prior NRC notification and approval of major modifications to the initial test program as described in FSAR Chapter 14 is set forth in License Condition 2.C.(3) of'he Unit 1 License DPR-80.
The specific relief requested was the deletion of the radiation survey and shielding effectiveness test at the 90 percent power level as required by item 5,2 in Table 14.1-2 and Figure 14.1.1 of the FSAR.
The licensee requested the deletion on the basis that adequate.radiation survey data have been taken at the 5, 15, 30, 50, and 75 percent 'power level, to confidently predict radiation levels at the 100 percent power level.
Furthermore, additional surveys will be made in accordance with the FSAR Chapter 14 require-ment to complete the test program.
The licensee also stated that the radiation survey at the 90 percent power level would add unnecessarily to the radiation response of test personnel.
Regulatory Guide 1.68 recommends in Section 5,
Power Ascension Tests, Item 5.b.b that radiation surveys be performed at the 50 and 100 !percent power level.
Based on this guidance and the predictability. of the radiation levels at full power the staff concludes that the deletion of radiation surveys at the 90 percent power level is technically acceptable.
The licensee verbally informed the NRC Region V staff on, March 8, 1985 and the NRR staff on March 11, 1985, in accordance with'he requirement of License Condition 2.C.(3).
The staff determined that the deletion of the radiation survey at the 90 percent power level constitutes a "major modification" as defined in item c.
and d. of License Condition'2.C.(3)'.
The staff also concluded, as stated above, that the deletion of the test is technically acceptable.
The staff verbally approved the deletion of the test at 90
'ercent on March 11, 1985, in accordance with the requirements of the License Condition.
