EMERGENCY PREPAREDNESS APPRAISAL, CONFIRMATION OF ACTIONS BEING TAKEN ON SIGNIFICANT FINDINGS During the period December 7-17, 1981 representatives of the NRC conducted an onsite appraisal of your state of emergency preparedness at Diablo Canyon.
A preliminary discussion of the findings was held at the Diablo Canyon sjte on December 17, 1981 following completion of this appraisal.

F. Fish of my staff held telephone discussions with Messrs.
John Potter and James Shiffer respectively of your staff concerning the dates by which some of the corrective actions could be completed.
Based upon the December 17 discussion of tpe appraisal findings and the December 21 and 22 telephone conversations, it is our understanding that you will take the corrective actions described in the enclosure to this letter by the dates indicated.
Please inform this office when these corrective actions have been completed.
If our understanding of your planned actions, as described in the enclosure, are not correct please contact R.

, Enclosure The appraisal disclosed that neither of the two systems (Interim Post LOCA Sampling System (IPLSS) and Sentry System) capable of obtaining reactor coolant and containment atmosphere samples for the purpose of radioisotopic and chemical analyses would be operational by January 1,
1982.
Either of these systems will meet the requirements for this sampling capability.
Such a system is required by condition No. C.(8)h of NRC License No.
DPR-76 and is also listed as Task Action Item II.B. 3 of NUTMEG-0737 which specifies an implementation date of January 1, 1982.
Either one of these two systems (IPLSS or Sentry) wi,ll be operational, including approved procedures and necessary personnel
- training, by the date the license suspension is terminated or March 1, 1982 whichever occurs first.
An alternate completion date may be substituted by specific approval from the NRC.
Item 2
The appraisal disclosed that the two high range monitors located inside the Unit 1 containment on the 140 foot level had been installed.
One of the monitors was located between one of the containment coolers and the containment wall at the end of the cooler where a steam generator would also interfere with the monitor's viewing a large fraction of the containment volume.
The second monitor was located about 90 degrees from the first one and under a steel frame and mesh used for temporary storage.
In II.F. 1, Attachment 3 (pages 3103 and-104) of NUREG-0737, Clarification Item (3) states that these monitors "shall view a large fraction of the containment Vo] ume.
Monitors should not be placed in areas which are protected by massive shielding..."
The monitor near the cooler does not meet this requirement and the other monitor may not meet it depending upon what is s.toped above.
The high range monitor inside the Unit j. containment near the cooler unit will be moved so as to meet Clarification Item (3).
Also, if necessary, the other monitor will be moved to satisfy this requirement.
This repositioning of the monitor(s) will be completed by the date the license suspension is terminated or March 1,
.1982 whichever occurs first.
An alternate completion date may be substituted by specific approval from the NRC.
Item 3
Based upon discussions and a review of the proposed San Luis Obispo County Emergency Plan by a member of the NRC Appraisal Team, it appears that the county may not be able to satisfy their requirements and actuate the public alert notification system within 15 minutes after receiving a
recommendation for such action from PG8E.
This time limitation is required by IY.D. 3 of Appendix E to 10 CFR Part 50.

1, also addresses this matter'n Section II E.6.

PGSE will discuss this potential deficiency with San Luis Obispo County in an effort to bring about changes in the County Emergency Plan that wi]1 assure the 15 minute time limitation can be met.
PGSE will notify Region V in writing of the results of the discussions with the County by January 15, 1982.
Item 4 The appraisal disc]osed that the security system in the Auxiliary Building and nearby areas may interfere with a timely response to an emergency situation.
The following examples identified during the appraisal are indicative of the possible interference that may occur.
During a walk-thru of the IPLSS, passage through a locked high radiation area gate to operate some valves was prevented because security had.changed the lock in the gate without making appropriate key exchanges.'ersonnel assigned to collecting a samp]e from the vent stack must pass through three security barricades'n going from the Controlled Area Access Point to the samp]e location.
The-plastic key cards used to enter a vital area are subject to breakage un]ess they are used carefully.
There is a time delay in passing through the security barricades that may cause a fire or medical injury to be more serious than if the barricades inside the facility were not present.
A meeting among the Security, Operations, and Radiation Protection organizations at the Diablo Canyon Power Plant wil] be held to discuss possible changes related'o security that can be made to assure a timely response to a situation covered by the Emergency Plan.
A written report of the resu] ts of -this discussion wil] be submitted to the NRC Region Y
office by March I, 1982.
Item 5
The appraisal disc]osed'that the radiation monitors intended to view the main steam line upstream of the mainsteam safety va]ve and dump valve discharge lines had not been received onsite and thus would not be installed by January 1,. 1982.
These monitors are described in Clarification (3) to Attachment 1 of II.F.1 (page 3-95) in NUREG-0737.
The monitors wil] be insta]']ed and operational, including calibration, by the date the license suspension is terminated or 'March Z5, 1982 whichever occurs first.
An a] ternate completion date may be substituted by specific approval from the NRC.
