Availability of. Information on Diablo Canyon Docket This confirms your recent telephone discussion with me on the above subject.
As you requested, this letter is to document that discussion.
There were two concerns discussed:
l.
Reference to "an appropriate office near the site..."
2.
The level of technical detail submitted on the docket.
With respect to the first item, I confirmed your understanding that the Local Public Document room for the Diablo Canyon facility has been and is "considered" the appropriate office near the site by the staff.
This is as implied in the November 5, 1973 letter from R.
C.
DeYoung (AEC) to Mr. F. T. Searls (PG&E) discussing the applicant's responsibility with respect to assuring that revised and supplemental information is properly placed, that a copy of the application and the Final Safety Analysis Report, and that any amendments, reports, letters and notices pertaining to the application have been filed, in an orderly manner.
The need for such information should be identified and reported to the NRC and copies of such information provided, if necessary.
With respect to the second item, I understand that your are currently working with an individual or individuals in a project that requires significantly more design and construction details than you can find in the docket.
Each application for a construction permit or operating license consists of many volumes of information, drawings and other information which is placed on the docket.
The depth of detail provided and reviewed will vary and therefore the depth of information on the docket will vary.
Because of the immensity of the effort and associated documentation for the design, construction and operation of a nuclear power plant, the staff often supplements their review by other means, for example, by conducting audits.
In most cases, the details reviewed by an audit are maintained in the applicant s engineering offices and on site.
- Thus, much of the voluminous detailed information is not placed, in the public document room or on the docket.
The results of such audits are,
- however, documented in meeting summaries, trip reports, or in the Safety Evaluation Report prepared by the staff.
