Systems and Technical Specifications Required for Fuel Load and Low Temperature Testing By letters dated August 24 and September 8, 1982, the Pacific Gas and Electric Company identified the systems and equipment which you consider to be required and qualified prior to fuel loading and low temperature testing at your Diablo Canyon Nuclear Power Plant, Unit l.
Additional equipment required by the technical specifications for fuel loading was identified in a letter dated December 3, 1982.
We have reviewed those systems and portions of systems that were identified as required for initial fuel loading and low temperature testing in the above cited letters.
We have not identified any additional piping, instrumentation, electrical systems or physical equipment required to be qualified prior to initial fuel loading or low temperature testing for Diablo Canyon, Unit 1.
In addition to qualifying the identified systems or portions of systems, you should carefully review your Technical Specifications to determine those requirements that must be met during initial fuel loading and low temperature testing.
All Technical Specification requirements applicable for operation in MODE 5 and in MODE 6 will be in effect during initial fuel loading and low temperature testing.
We have performed a limited review of your Technical Specifications and have identified that, as a minimum, the following sections of the specifications are applicable in MODE 5 or 6.
You should ensure that all Technial Specification requirements will be met during the planned operations of Diablo Canyon, Unit 1.
1.
Safety Limit on RCS pressure and appropriate setpoints for Reactor Trip System instrumentation.
2.
All Applicability Conditions for LCO's and SR's.

For Reactivity Control Systems - shutdown margin, Boration System flow path, charging pump, borated water source and Position Indication Systems applicable in MODE 5.

For Reactor Trip Systems - source
- range, manual trip, trip breakers and automatic trip logic applicable in MODE 5.
5.
For Radiation Monitors - fuel storage, control room and containment areas applicable in MODE 5 or 6.
6.
For other Instrumentation - include seismic, meteorological, chlorine, fire detectors, and radioactive effluent detectors applicable in NODE 5 or 6.
7.
For Reactor Coolant Systems - RHR, safety valves, chemistry, specific activity, pressure/temperature limits, pressurizer, Overpressure Protection System and structural integrity applicable in NODE 5 or 6.
8.
For Plant Systems -
SG pressure/temperature limits, control room ventilation, snubbers, sealed sources, fire suppression, spray/
sprinklers, CO
, Halon, fire hose, fire barrier penetrations, and area temperatures applicable in MODE 5 or 6.
9.
For Electrical Power Systems - A.C. source, onsite power, and D. C.
sources required in MODE 5 or 6.

For Refueling Operation - all requirements are applicable in MODE 6.

for Special Test Exception - Position Indication System applicable in MODE 5.

For Radioactive Effluents - all requirements are applicable in MODES 5 and 6.
