Enclosure RSB Branch Technical Position for Diablo Canyon We have rereviewed the manual switchover approved in the Diablo Canyon SER dated October 16, 1974 in connection with" NPSH and RWST topics and find that the manual procedure with supplemental automatic RHR pump trip continues to be acceptable based on analyses of time available for operator response.
- However,

our position is that the switchover to the recirculation mode be more fully
'utomated during the longer term to reduce the operator manual actions needed subsequent to a loss-of-coolant accident.
We require compliance according to the following schedule:
1.
We require replacement with an automatic design complying with the enclosed criteria.
2, Within 120 days of receipt of this letter, we require submittal of the proposed conceptual design identifying each change and committing to a schedule

3.
The switchover of the ECCS from the injection to the recirculation mode of operation shall be automated such that required operator actions are minimized, and uninterrupted ECCS flow is provided to the core.

4.
The systems must be able to perform their function despite any single postulated instrumentation and control failure, or any postulated single active failure in a,fluid system.
No single failure shall:
a.
Prevent automatic transfer to the recirculation mode of operation, or b.
Cause inadvertent automatic transfer to the recirculation mode of operation of both trains of the ECC or the containment spray systems.
5.
The design of the controls and instrumentation shall meet IEEE Std. 279-1971.

6.
The ESF switchover system shall use seismically qualified components and the switchover shall be to a seismically quali ied water supply.
7.
To reduce the probability of the operator prematurely performing manual actions in the switchover procedure, the procedures shall include provisions for the verification of the water storage tank level prior to beginning the manual switchover actions.
