SHEARON HARRIS NUCLEAR POWER PLANT, UNIT 1, ACCEPTANCE OF LICENSE AMENDMENT REQUEST TO RELOCATE TECHNICAL SPECIFICATIONS PERTAINING TO THE EXPLOSIVE GAS AND STORAGE TANK RADIOACTIVITY MONITORING PROGRAM
Dear Mr. Benjamin C. Waldrep:
By letter dated June 29, 2016 (Agencywide Document Access and Management System (ADAMS) Accession No. ML16182A387), Duke Energy Progress, Inc. (Duke Energy), submitted a license amendment request, in accordance with 10 CFR 50.90, to Technical Specifications (TS) Definition section, TS 3/4.11.1.4, Liquid Holdup Tanks, TS 3/4.11.2.5, Explosive Gas Mixture, and TS 6.8, Procedures and Programs at the Shearon Harris Nuclear Plant, Unit 1. Duke Energy is requesting to delete a definition in TS, relocate requirements associated with TS 3/4.11.1.4 and TS 3/4.11.2.5 to a licensee-controlled procedure, and to modify the Gas Storage Tank Radioactivity Monitoring Program.
The purpose of this email is to provide the results of the U.S. Nuclear Regulatory Commission (NRC) staffs acceptance review of this amendment request. The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.
The NRC staff has reviewed your application and concluded that it does provide technical information in sufficient detail to enable the NRC staff to complete its detailed technical review and make an independent assessment regarding the acceptability of the proposed amendment in terms of regulatory requirements and the protection of public health and safety and the environment. Given the lesser scope and depth of the acceptance review as compared to the detailed technical review, there may be instances in which issues that impact the NRC staffs ability to complete the detailed technical review are identified despite completion of an adequate acceptance review. If additional information is needed, you will be advised by separate correspondence.
If you have any questions, I may be reached at Martha.Barillas@nrc.gov or at 301-415-2760.
