NRC INSPECTION REPORT NOS. 50-269/88-11, 50-270/88-11, 50-287/88-11

This refers to the Nuclear Regulatory Commission (NRC)

inspection conducted by

L. Lawyer on April 25 - May 5, 1988.

The inspection included a review of

activities authorized for your Oconee Nuclear Station.

At the conclusion of

the inspection, the findings were discussed with those members of your staff

identified in the enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records,

interviews with personnel,

and observation of

activities in progress.

Within the scope of the inspection,

no violations or deviations were

identified.

The enclosed inspection report documents commitments made by a licensee

representative

and disputed

recommendations

(see

asterisked items

in

paragraphs 5, 5a, 7b,

Appendix B.3,

Appendix C.2.a,

7.e, and 7.g).

These

were discussed in the exit meeting.

If your understanding of these commit

ments-differs from the report statements, please inform this office promptly.

To clearly define Duke Power Company's position on the disputed items and

plans for corrective action on the remaining inspection findings,

we request

that DPC respond in writing to this report. Within 30 days of the date of this

letter, NRC requests that DPC respond with a statement of intended corrective

action for each of the findings from this inspection and the dates that action

will be completed.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10,

Code of Federal Regulations, a copy of this letter and its enclosure

will be placed in the NRC Public Document Room.
