ENCLOSURE 1 NOTICE OF VIOLATION Duke Power Company Docket No. 50-269 Oconee Unit 1 License No. DPR-38 During the Nuclear Regulatory Commission (NRC) inspection conducted June 10 July 7, 1986, a violation of NRC requirements was identified.
The violation involved the licensee's failure to follow procedure during a valve lineup.
In accordance with the "General Statement of Policy and Procedure for NRC Enforce ment Actions," 10 CFR Part 2, Appendix C (1985), the violation is listed below:
Technical Specification 6.4.1 states that the station shall be operated and maintained in accordance with approved procedures.
Procedure OP/1A/1102/10, Controlling Procedure for Unit Shutdown enclosure 4.3, steps 4, 5 and 6, require that independent verification of the high pressure injection flow path to the pressurizer auxiliary spray line be performed.
Contrary to the above requirement, on May 23, 1986, Procedure No.
OP/1/A/1102/10, was not followed in its entirety in that, although independent verification of proper initiation of auxiliary pressurizer spray apparently was performed, it was not documented.
This is a Severity Level V Violation (Supplement I). This violation applies to Unit 1 only.
Pursuant to the provisions of 10 CFR 2.201, Duke Power Company is hereby required to submit to this Office within 30 days of the date of the letter transmitting this Notice a written statement or explanation in reply including: (1) admission or denial of the violation, (2) the reason for the violation if admitted, (3) the corrective steps which have been taken and the results achieved, (4) the corrective steps which will be taken to avoid further violations, and (5) the date when full compliance will be achieved.
Where good cause is shown, consi deration will be given to extending the response time.
