Dear Mr. Tucker:

SUBJECT:

GENERIC LETTER 83-28:

POST-MAINTENANCE TESTING, ITEMS 3.1.3 (REACTOR TRIP SYSTEM) AND 3.2.3 (ALL OTHER SAFETY-RELATED COMPONENTS)

Re:

Oconee Nuclear Station, Units 1, 2 and 3 We have reviewed your November 4, 1983 letter responding to Generic Letter 83-28, "Required Actions Based on Generic Implications of Salem ATWS Events."

Item 3.1.3 (Post-Maintenance Testing of Reactor Trip System (RTS)

Components) requires licensees to identify, if applicable, any post-maintenance test requirements for the RTS in existing Technical Specifications that can be demonstrated to degrade rather than enhance safety. Item 3.2.3 extends this same requirement to include all other safety-related components.

We conclude that the Post-Maintenance Testing for RTS (3.1.3) and other safety-related components (3.2.3) at the Oconee Nuclear Station is acceptable. The details of our evaluation are contained in the enclosed Safety Evaluation.

Sincerely John F. Stolz, Chief Operating Reactors Branch #4 Division of Licensing
