Dear Mr. Tucker:

SUBJECT:

REVISIONS TO THE STARTUP PHYSICS TESTING PROGRAM Re:

Oconee Nuclear Station, Units 1, 2 and 3 We have completed our review of the revisions to the Oconee Nuclear Station Startup Physics Testing Program. These revisions were submitted by a letter dated January 22, 1985, as further revised by letters dated February 20 and March 8, 1985.

The Startup Physics Testing Program describes the physics test program for the startup of reload cores at the Oconee Nuclear Units.

The initial Program had been reviewed against the staff's endorsed policy for tests, two-level acceptance criteria and remedial actions and was initially approved by the NRC staff in a March 23, 1981 letter.

The revisions concern the Oconee Unit 2, Cycle 8 critical boron concentration, moderator temperature coefficient and control rod worth physics startup tests.

We have reviewed these revisions and have found them acceptable. The remaining unmodified part of the startup physics testing program for Oconee Unit 2, Cycle 8 will be carried out in accordance with the previously approved methods and procedures.

Sincerely, DearL~

Mr.

Tucker John F. Stolz, Chief Operating Reactors Branch #4 Division of Licensing cc:
