MASONRY WALL DESIGN, IE BULLETIN 80-11 RE:

Oconee Nuclear Station, Units 1, 2 and 3 In response to IE Bulletin 80-11, Masonry Wall Design, you provided information by letters dated July 7, 1980, December 29, 1981, July 13, 1981, June 15, 1982, September 7, and October 20, 1983. With assistance from the Franklin Research Center, we reviewed this information and concluded that of the 299 masonry walls that had been reviewed, 82 walls qualified by the use of arching action theory still do not meet staff criteria. The details of the evaluation and staff position are contained in the enclosed Safety Evaluation and the Technical Evaluation Report.

In an October 5, 1984 submittal you proposed a confirmatory test program on the arching action methodology. By letter dated December 4, 1984, the staff found your test program acceptable with one minor exception in that six prisms should be tested per panel.

Therefore, we conclude that the requirements for IE Bulletin 80-11 have been satisfied with the exception of the 82 walls qualified by use of arching action theory. We will evaluate those walls pending the results of your test program.

Pursuant to Section 50.54(f) of 10 CFR 50, we request that within 30 days of receipt of this letter, you advise us of your actions planned to qualify the 82 walls and provide a schedule for resolution of this issue.
