LICENSE RENEWAL DRAWING SUBMITTALS FOR OCONEE NUCLEAR STATIONS, UNITS 1, 2, AND 3 (TAC NOS. M99092, M99093, M99094, AND M99143)

Dear Mr. McCollum:

Previously, representatives of Duke Power Company (Duke) showed the Nuclear Regulatory Commission (NRC) staff examples of drawings it may submit as part of a license renewal application and requested staff comments on the acceptability of its approach for developing the drawings. These mechanical system drawings used color highlighting and indicator flags to identify the boundaries for components within the scope of review for license renewal.

The staff's response to Duke's request follows:

The drawing size selected and quality of reproduction should ensure that the information on the drawing is legible and that scales are not reduced to the extent that visual aids are necessary to interpret pertinent items of information. The paper color and ink density should be suitable for reproduction by microfilming or image-copying equipment.

The size of the example drawings shown to the staff (approx. 18 by 22 inches) and their quality are acceptable.

Color highlighting should not be used for the official copy transmitted to the Document Control Desk (DCD). Documents submitted to the NRC are copied and distributed in black and white. With black and white reproduction, color highlighted areas may reproduce as black, masking drawing details located beneath the highlighted portions of the drawing.

The proposed use of identification flags on the drawing to delineate the license renewal boundaries is preferred over the use of color highlighting. These flags should be in black to ensure reproducibility.

In addition to the official copy sent to the DCD, Duke indicated that it is considering submitting to the Project Manager additional sets of full-size, color highlighted drawings for use by the staff in performing its review. The staff believes that the availability of color highlighted drawings would be beneficial and requests that Duke provide 4 sets if the drawings are submitted. The drawings should be bound (e.g., in a ring binder) and should be in sequential order by drawing number with an index identifying the drawing number and title. A light blue would be the preferred highlight color.
