REQUEST FOR ADDITIONAL INFORMATION - OCONEE NUCLEAR STATION UNITS 1, 2, AND 3 RELIEF REQUEST 96-03, "KEOWEE GOVERNOR OIL AND TURBINE OIL SYSTEMS" (TAC NOS. M96204, M96205, M96206)
Dear Mr. Hampton:
By letter dated July 24, 1996, Duke Power Company requested relief from the 1989 Edition of the American Society of Mechanical Engineers Boiler and Pressure Vessel Code,Section XI.
The relief would allow use of alternative tests and inspections for the Keowee Hydro Station Governor Oil System and the Turbine Guide Bearing Oil System.
As a result of our review, the staff has identified the need for additional information in order to process the relief request, as shown in the enclosure.

- 1. It appears that relief is requested from two separate Code requirements in Relief Request No. 96-03; one for performing the hydrostatic test at the Code-required test pressure (1.1 times the system pressure), and the other for requiring that VT-2 visual examination personnel be certified in accordance with IWA-2321. Are there any other Code requirements in Relief Request 96-03 from which relief is requested?
- 2. The licensee is requesting relief from the VT-2 personnel qualification requirements of Section XI.
Code Case N-546, "Alternative Requirements for Qualification of VT-2 Examination Personnel," has been approved by the ASME Code Committee to address this issue. This Code Case has not been incorporated into NRC Regulatory Guide 1.147 and therefore, NRC approval is required for implementation. The NRC is allowing the implementation of Code Case N-546 as an acceptable alternative provided the licensee commits to: (1) develop procedural guidelines for obtaining consistent, quality VT-2 visual examination; (2) document and maintain records to verify examinations; and (3) implement independent review and evaluation of leakage by qualified persons other than those that performed the VT-2 visual examination. Has implementation of Code Case N-546 as an alternative been considered?
