Salem Units 1 and 2 - Acceptance Review of License Amendment Request to Extend Implementation Date (CAC Nos. MF7697 and MF7698)

The U.S. Nuclear Regulatory Commission (NRC) staff has completed the acceptance review for the license amendment request (LAR) dated May 10, 2016 (Agencywide Documents Access and Management System (ADAMS) Accession No. (ADAMS Accession No. ML16131A555)), from PSEG Nuclear LLC (PSEG, the licensee), for the Salem Nuclear Generating Station (Salem) Units 1 and 2. The LAR proposes to extend the implementation period for Salem Unit 1 License Amendment No. 311 and Salem Unit 2 License Amendment 292, which were effective as of the date of issuance (i.e., by March 7, 2016). Specifically, the implementation date for the above amendments would be extended from July 5, 2016 (120 days from the date of issuance), to prior to entry into Mode 6 for the Salem Unit 1 Fall 2017 (1R25) outage and prior to entry into Mode 6 for the Salem Unit 2 Spring 2017 (2R22) outage to align with the outages for the replacement of the source range and intermediate range detectors.

Consistent with Section 50.90 of Title 10 of the Code of Federal Regulations (10 CFR), an amendment to the license (including the technical specifications) must fully describe the changes requested and follow as far as applicable, the form prescribed for original applications. Section 10 CFR 50.34 addresses the content of technical information required. This section stipulates that the submittal address the design and operating characteristics, unusual or novel design features, and principal safety considerations.

The acceptance review was performed to determine if there is sufficient technical information in scope and depth to allow the NRC staff to complete its detailed technical review. The acceptance review is also intended to identify whether the application has any readily apparent information insufficiencies in its characterization of the regulatory requirements or the licensing basis of the plant.

The NRC staff has reviewed your application and concludes that sufficient technical information is available to complete a detailed review of the amendment request. If additional information is needed for the staff to complete its technical review, you will be advised by separate correspondence.
