Gentlemen:

SUBJECT: NOTICE OF VIOLATION

(NRC INSPECTION REPORT NOS. 50-269/88-28, 50-270/88-28 AND

50-287/88-28)

This refers to the NRC inspection conducted by the resident inspectors on

August 16 - September 16, 1988. The inspection included a review of activities

authorized for your Oconee facility. At the conclusion of the inspection, the

findings were discussed with those members of your staff identified in the

enclosed inspection report.

Areas examined during the inspection are identified in the report.

Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel,

and observation of

activities in progress.

The inspection findings indicate that certain activities appeared to violate

NRC requirements. The violation associated with the Reactor Building Cooling

System is under consideration for escalated enforcement action. Accordingly,

no Notice of Violation for this item is being issued at this time, and no

response to this subject is required.

However, please be advised that the

number and characterization of violations described in the enclosed Inspection

Report associated with this subject may change as a result of further NRC

review. An Enforcement Conference to discuss this violation has been scheduled

for October 6, 1988.

You will be advised by separate correspondence of the

results of our deliberations on this matter.

The additional violations

described in this report, references to pertinent requirements, and elements to

be included in your response are described in the enclosed Notice of Violation.

In addition to the need for corrective action regarding the specific matters

identified in the enclosed Notice, we are concerned about the implementation of

your test program that permitted this situation to develop. Consequently your

response should describe those particular actions taken or planned to improve

the effectiveness of your program specifically in the areas of complicated

testing to assure adequate evaluations are performed for initial plant

conditions, and review of all associated interface requirements.

In accordance with Section 2.790 of the NRC's "Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and its enclosures

will be placed in the NRC Public Document Room.
